For the first time in more than 70 years, UK Prime Minister Rishi Sunak makes a pre-election appeal

Ahead of an impending election, Charles III delivers the first King’s Speech in over 70 years on Tuesday, formally opening the UK parliament with a summary of his government’s legislative agenda. The 74-year-old head of state will discuss the new laws that Conservative Prime Minister Rishi Sunak has proposed, which is likely to highlight divisions with the main opposition Labour Party.

Speaking on a gilded throne in the House of Lords, the Conservatives, who have ruled since 2010, are currently well behind Labour in the majority of opinion polls ahead of the election that is predicted to take place in the following year.

“One of the final opportunities for Rishi Sunak to lay out his plan is through the King’s Speech,” stated Richard Carr, an associate professor of public policy and strategy at Anglia Ruskin University. “Being a low-polling prime minister, one of the few virtues he currently has is he can set the national agenda, control what his supportive newspapers print, and thereby try and set a series of hurdles for the opposition to jump through,” according to a news agency.

Charles is making his first ceremonial speech as king, but he had practice standing in for his mother, Queen Elizabeth II, in May of last year. It is also Sunak’s first since taking over as prime minister from Liz Truss, who was in power for just 49 days after replacing Boris Johnson two days prior to the queen’s passing. Sunak will highlight the distinct lines he is making between himself and Keir Starmer’s center-left Labour party on the environment and energy in his speech.

It will put out a bill that, according to Sunak, will lessen Britain’s dependency on foreign energy sources and generate employment by yearly awarding of new licenses for oil and gas projects in the North Sea. In an attempt to revive his party’s chances, he had previously said in September that he would be rolling back green energy regulations and presenting himself as an advocate for drivers. Labour has declared that it will not grant any further licences for oil and gas exploration, but will instead increase funding for renewable energy sources.

Charles, who has dedicated his life to environmental causes, could find Sunak’s recommendations difficult to read. The address, which should take around ten minutes, is also anticipated to announce the elimination of early release for some violent sexual offenders and stricter sentencing parameters, including life sentences.

Sunak is expected to include changes to home ownership legislation and the phased smoking ban he proposed at the Tory conference last month. The last time a male monarch gave the King’s Speech, which marks the beginning of a new parliamentary year, was in 1951—though King George VI was ill and could not give it in person. It outlines the kinds of legislation the administration intends to pass in the coming year from parliament.

Due to their strong parliamentary majority, a Tory loss in the next election is far from inevitable, but it would mean that a large portion of the law would never be implemented. “The problem for Sunak is he’s running out of time, the public are both bored and angry at Conservative governance,” Carr stated. Usually, the sovereign travels from Buckingham Palace to the Houses of Parliament on a carriage for Tuesday’s state opening.
