Members of Congress criticised Trump’s policies, warning that tariffs risk damaging decades of bipartisan progress. Ranking Member Sydney Kamlager-Dove argued that current actions could reverse the strength of the US–India relationship.
She highlighted that the Biden administration had inherited a partnership ‘at the height of its strength’, including a revitalised Quad, emerging defence technology cooperation, and reliable supply chains.
Kamlager-Dove emphasised that history might judge Trump harshly if these ties deteriorate.
Observers noted that the 25 per cent ‘Liberation Day tariffs’ and an additional 25 per cent levy on Russian oil imports created a 50 per cent cumulative burden on India. Kamlager-Dove warned that the rate was higher than China’s and risked undermining strategic trust.
Critics also pointed to the $100,000 H-1B visa fee, affecting 70 per cent of Indian professionals in the US. Lawmakers argued that this policy disrespected the contributions Indians have made to the American economy and society.
Experts, including Dhruva Jaishankar from ORF America, explained that negotiations were advanced prior to February and nearly complete by July. He noted that a resolution could be achieved with political will from Washington, while India continues to seek free trade agreements.
Witnesses stressed that tariffs could overshadow critical issues such as countering China and stabilising supply chains.
Jeff Smith described ignoring the partnership as ‘strategic malpractice’ and warned that trust built over decades must be preserved.
Analysts observed that tariff confrontations have become a central issue in US–India relations. Lawmakers urged careful recalibration of policies to maintain a vital alliance critical to Indo-Pacific security, defence cooperation, and bilateral trade.
