Supreme Court Collegium Recommends 12 Additional Judges For Permanent Appointment In Four High Courts

The Supreme Court Collegium, headed by Chief Justice of India Surya Kant, has recommended the appointment of 12 additional judges as permanent judges in the Gauhati, Uttarakhand, Kerala and Andhra Pradesh High Courts.

The Collegium approved the proposals at its meeting on September 23, 2026.

For the Gauhati High Court, the Collegium recommended Additional Judge Justice Kaushik Goswami for appointment as a permanent judge. It approved the appointment of Justice Subhash Upadhyay as a permanent judge of the Uttarakhand High Court.

The Collegium recommended five additional judges for permanent appointment in the Kerala High Court. They are Justice P Krishna Kumar, Justice KV Jayakumar, Justice Muralee Krishna S, Justice Jobin Sebastian and Justice PV Balakrishnan.

For the Andhra Pradesh High Court, the Collegium approved five proposals involving Justice Maheswara Rao Kuncheam, also known as Kuncham, Justice Thoota Chandra Dhana Sekar, also known as TCD Sekhar, Justice Challa Gunaranjan, Justice Avadhanam Hari Haranadha Sarma and Dr Justice Yadavalli Lakshmana Rao.

The recommendations form part of the Supreme Court Collegium’s process for considering additional judges for permanent appointment in High Courts.

The official Collegium resolutions dated September 23 list separate statements covering the four High Courts.

Under Article 217(1) of the Constitution, the President appoints the Chief Justice and judges of High Courts. Additional judges are appointed under Article 224(1).

For permanent appointments, the High Court Chief Justice provides data on case disposal, judgments, attendance and working days.

The Collegium reviews this information before making its recommendation.

The latest recommendations cover four High Courts and 12 additional judges.

The proposals will now proceed through the prescribed constitutional process for appointment.
