Karnataka High Court Orders Action Against SIMS Professor Facing Sexual Harassment Allegations

The Karnataka High Court has quashed the Karnataka government’s order reinstating Dr Ashwin Hebbar, an Associate Professor at Shivamogga Institute of Medical Sciences (SIMS), and directed the State Government and the National Medical Commission (NMC) to initiate immediate disciplinary proceedings against him.

Dr Hebbar is facing multiple allegations of sexual harassment made by female students.

A Division Bench comprising Justice DK Singh and Justice TM Nadf made strong observations against Dr Hebbar, describing him as a ‘wolf in a white coat’.

The court stated that if the allegations are proved in the departmental inquiry, his medical licence should be cancelled.

The High Court ruled that a person facing serious allegations such as sexual harassment cannot continue to perform teaching duties while an investigation is underway. It directed that Dr Hebbar remain under suspension until the departmental proceedings are concluded and a final decision is taken.

The Bench also recommended disciplinary action against Dr Virupaksha V, Director of Shivamogga Institute of Medical Sciences, and Mohammed Mohsin, Principal Secretary of the Department of Medical Education.

According to the court, both officials extended protection to the accused professor. They also ignored the dignity, honour and right to justice of the complainants.

The court said such conduct was inconsistent with the responsibilities of public servants.

Case Background

According to court records, the first criminal case against Dr Hebbar was registered on August 12, 2022, following a complaint by a junior resident doctor. The second case was registered on June 19, 2025, based on a complaint filed by a postgraduate student.

Dr Hebbar was arrested in both cases but was subsequently granted bail by the court.

The High Court noted that Dr Hebbar relied on recommendation letters from political figures and certain non-governmental organisations. He used those representations to seek reinstatement.

Based on those representations, the State Government reinstated him in November 2025. It also temporarily transferred him to Haveri Institute of Medical Sciences.

The High Court stayed the reinstatement order in February 2026.

The Bench observed that authorities responsible for ensuring students’ safety instead supported the accused. It said such actions cause victims to lose hope of receiving justice.

Referring to a well-known couplet by Saint Kabir Das, the court said teachers occupy one of the highest positions in society. It added that individuals engaging in such conduct undermine that respected tradition.

The court further observed that the alleged conduct of Dr Ashwin Hebbar is a matter of serious concern. It said the allegations affect not only the educational institution but also the medical profession as a whole.
