Yumnam Khemchand Singh Sworn In As 11th Chief Minister Of Manipur

Former Assembly Speaker and Minister Yumnam Khemchand Singh was sworn in as the 11th Chief Minister of Manipur on Wednesday.

Governor Ajay Kumar Bhalla administered the oath of office and secrecy to him, along with two Deputy Chief Ministers and two other ministers, at a formal ceremony at Lok Bhavan attended by top dignitaries and legislators.

Nemcha Kipgen of the BJP, representing the Kuki community, assumed office as Deputy Chief Minister through a virtual oath-taking from Manipur Bhavan in New Delhi.

Loishi Dikho of the Naga People’s Front became the second Deputy Chief Minister. The other ministers taking oath included Govindas Konthoujam of the BJP and Khuraijam Loken Singh from the National People’s Party.

The ministry will be expanded in the coming weeks, as seven ministerial positions remain vacant, with senior party leaders expected to guide the selection process.

The swearing-in followed the withdrawal of President’s Rule, which had been imposed on Manipur in February 2025 following the resignation of former Chief Minister N Biren Singh amid ethnic clashes between the Meitei and Kuki-Zo communities.

The Centre’s notification was issued by Union Home Secretary Govind Mohan under Article 356 of the Constitution. It formally reinstated elected governance, signalling a return to normalcy after months of uncertainty.

Khemchand Singh was elected as the BJP Legislature Party Leader at a meeting in Delhi.

The meeting was attended by senior party leaders, including Tarun Chugh, Sambit Patra, Biren Singh, and Sharda Devi.

The BJP holds 37 seats in the 60-member Assembly. It also enjoys support from NDA allies NPP and NPF, along with three Independents.

The coalition also enjoys a stable majority, enabling the new government to focus on governance, development, and social harmony.

New Government Faces Key Challenges Ahead

The new government assumes office with the Manipur Assembly’s term continuing until 2027.

Khemchand Singh’s leadership marks the beginning of a new chapter. It is aimed at restoring stability and governance in the state after months of political uncertainty and prolonged ethnic unrest.

Observers note that the administration will be closely watched. They will focus on its efforts to promote reconciliation, economic growth, and improved public services across the state.
