Welfare To Wealth: Government Reboots Rural Employment With VB-G RAM G Act

India’s rural employment framework is set for its most sweeping transformation in two decades with the introduction of the Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin), VB-G RAM G Act 2025.

The legislation replaces the ageing MGNREGA architecture with a modern, outcome-driven system aligned to the national vision of Viksit Bharat 2047, signalling a decisive shift from relief-centric employment to productivity-led rural growth.

At its core, the Act guarantees 125 days of wage employment per rural household, up from 100 days under MGNREGA, for adults willing to undertake unskilled manual work. The expansion strengthens income security while refocusing public works on assets that permanently reshape village economies.

The new law anchors rural employment to four national priority verticals: water security, core rural infrastructure, livelihood-related infrastructure, and special works to mitigate extreme weather events.

This marks a sharp departure from the earlier fragmented approach, ensuring that every rupee of public spending builds durable assets with measurable economic value.

All outputs flow into a unified Viksit Bharat National Rural Infrastructure Stack, enabling coordinated planning, monitoring, and long-term impact assessment.

Planning power now decisively shifts to the grassroots. Gram Panchayats prepare Viksit Gram Panchayat Plans, integrating local needs with national spatial platforms such as PM Gati-Shakti.

This hyperlocal yet nationally aligned planning model ensures predictability of work, eliminates duplication, and strengthens accountability at the last mile.

Jobs Infrastructure Accountability Reset

The Act directly addresses farmer concerns that had emerged under MGNREGA. States can notify up to 60 days of no-work periods during peak sowing and harvesting seasons, ensuring labour availability for agriculture and preventing artificial wage inflation.

Farmers benefit further from water harvesting structures, irrigation assets, rural roads, storage facilities, and climate-resilient infrastructure that protect crops and boost productivity.

For labourers, the reforms deliver tangible gains. The higher employment guarantee raises potential earnings by 25 per cent.

Aadhaar-linked digital attendance, biometric verification, and near-universal electronic payments eliminate wage leakages. If work is not provided, unemployment allowance becomes a legal obligation, reinforcing the rights-based nature of the scheme.

A key structural shift comes through normative funding, replacing the unpredictable demand-driven model. This aligns rural employment with standard government budgeting practices while retaining the legal guarantee.

Forecasting accuracy, Centre–State cost sharing, and disaster-time relaxations ensure fiscal stability without diluting worker entitlements.

Transparency sits at the heart of the new framework. AI-based fraud detection, GPS-enabled monitoring, real-time dashboards, weekly public disclosures, and mandatory biannual social audits aim to close the loopholes that plagued the earlier system.

The move to a centrally sponsored scheme further strengthens accountability, with states sharing responsibility and incentives to prevent misuse.

The VB-G RAM G Act does more than fix MGNREGA’s flaws. It reframes rural employment as an engine of infrastructure creation, climate resilience, and economic empowerment.

By combining higher guarantees with sharper governance, the law positions rural India as an active driver of national growth rather than a passive recipient of welfare.
