Spy Network Bust Triggers Nationwide CCTV Audit; Agencies Flag New Surveillance Tactic

The recent bust of an alleged espionage network in Ghaziabad has prompted Indian security agencies to initiate a comprehensive audit of CCTV systems across major cities, highlighting a new surveillance-based tactic used to gather sensitive information.

Officials indicate that Pakistan’s Inter-Services Intelligence has increasingly relied on CCTV cameras to obtain live feeds from key public locations.

The ongoing audit will primarily focus on cities such as Delhi and Mumbai, where investigators believe significant data collection efforts were underway.

Investigators found that handlers instructed operatives to install CCTV cameras at railway stations, bus stands, government offices, and crowded markets. This method reduces the need for physical reconnaissance, allowing remote monitoring of potential targets.

Officials noted that this approach reflects a shift from earlier methods, where operatives conducted on-ground surveillance.

By leveraging widely available CCTV infrastructure, networks can gather continuous visual data with minimal risk of detection.

The probe also revealed a complex recruitment pattern, with a focus on women and minors.

Authorities said recruiters lured individuals with financial incentives, assigning them roles in installing cameras, gathering information, and expanding the network.

Younger recruits were also used to manage multiple social media accounts to attract new members.

Investigators identified plans to install cameras at numerous locations across the country, often targeting areas with relatively lower security presence.

Solar-powered CCTV devices, which are easy to deploy, were particularly favoured for their convenience and flexibility.

Officials warned that the widespread availability of inexpensive CCTV systems, often secured with default passwords, makes them vulnerable to misuse.

In response, the government is strengthening regulations, including mandating certified devices and introducing stricter cybersecurity standards to enhance surveillance security and prevent exploitation.
