PM Modi To Launch Rs 13,480 Crore Projects In Bihar Today; Tight Security In Wake Of J&K Attack

Prime Minister Narendra Modi will likely visit Bihar today to launch and lay foundation stones for several development projects amounting to over Rs 13,480 crore.

As part of his visit, the Prime Minister will also attend an event in Madhubani commemorating National Panchayati Raj Day, where he will address the public and present the National Panchayat Awards, aimed at honouring top-performing Panchayats.

According to official information, PM Modi will likely reach Madhubani around 11:45 AM and take part in the National Panchayati Raj Day celebrations there.

Key Infrastructure Developments

Among the key infrastructure developments, the Prime Minister will lay the foundation stone for an LPG bottling plant at Hathua in Gopalganj district.

Estimated at Rs 340 crore, the facility will include a rail unloading system, streamlining LPG supply and improving logistics efficiency.

In a significant boost to the power sector, PM Modi will inaugurate various completed projects worth over Rs 5,030 crore and lay the foundation stones for new ones worth more than Rs 1,170 crore under the Revamped Distribution Sector Scheme.

Rail connectivity will also see a major upgrade. PM Modi will flag off the Amrit Bharat Express between Saharsa and Mumbai, the Namo Bharat Rapid Rail between Jaynagar and Patna, and two new train services connecting Pipra with Saharsa and Saharsa with Samastipur.

The Prime Minister will also inaugurate the Supaul-Pipra and Hasanpur-Bithan rail lines, along with two rail overbridges in Chapra and Bagaha.

Officials will formally dedicate the Khagaria-Alauli rail line to the nation.

Additionally, the Prime Minister will oversee the distribution of benefits worth Rs 930 crore under the Community Investment Fund to over two lakh self-help groups in Bihar as part of the Deendayal Antyodaya Yojana – National Rural Livelihoods Mission.

PM Modi will also hand over sanction letters to 15 lakh new beneficiaries under the PMAY-Gramin scheme and release instalments for 10 lakh existing beneficiaries across India.

Keys for newly built homes under both rural and urban housing schemes will presented to select beneficiaries, symbolising the Grih Pravesh of 1 lakh PMAY-G and 54,000 PMAY-U homes in Bihar.

Namo Bharat Rapid Rail: A New Milestone

In a statement to ANI, Dilip Kumar, Executive Director of the Information and Publicity Department, said that the second rake of the indigenously developed Namo Bharat Rapid Rail will introduced on the Jaynagar-Patna route following its inauguration by Prime Minister Modi.

Kumar stated that the country has manufactured two rakes of the Namo Bharat Rapid Rail so far. The first train set operated between Bhuj and Ahmedabad, and now the second train set is ready. He announced that it will operate between Jaynagar and Patna. This fully AC train features 18 coaches and a seating capacity of over 2,000 people. Passengers will not need to make reservations for this train.

Meanwhile, authorities have intensified security across Bihar following a recent terror attack in Pahalgam, Jammu and Kashmir, that claimed the lives of 28 tourists and left several others injured.

Authorities suspect that the terrorists targeted the victims based on their community identity.

Bihar DGP’s Directive On Enhanced Security

Bihar Director General of Police Vinay Kumar has issued a directive outlining enhanced security measures across the state, with a special emphasis on tightening vigilance along the India-Nepal border.

The order asserted, “On 22 April 2025, in Pahalgam, Jammu and Kashmir, terrorists carried out indiscriminate firing, killing 28 tourists and injuring a large number of others. Media reports suggest that the terrorists carried out the attack after identifying the victims as members of a particular community.”

The order further directed officials to closely monitor Prime Minister Narendra Modi’s visit to Darbhanga and Madhubani on April 24, 2025, due to the past activity of separatist and terrorist sleeper cells in these areas.

It also confirmed the involvement of these cells in nationally significant incidents and emphasised that sleeper cells with a separatist background may still be present in the state’s border districts.

The directive also emphasised the need for maintaining strict and continuous surveillance on all ‘terrorist groups and sleeper cell members’.

In an order, the DGP noted, “All necessary preventive and security measures should be taken. To control the activities of anti-social elements and terrorist groups, intensive vehicle checking should begin immediately, and surveillance should be maintained at crowded public places, bus stands, railway stations, malls, and religious places. The Senior Superintendent of Police / Superintendent of Police of the district must remain actively involved and carry out preventive and security-related actions.”

The order further directed officials to exercise extra vigilance at the India-Nepal border, conduct intensive checks in coordination with the armed forces’ border outposts, and thoroughly inspect roads leading to the border.
