PM Modi To Chair Chief Secretaries’ Conference Focused On Human Capital

Prime Minister Narendra Modi will chair the fifth National Conference of Chief Secretaries in the national capital on December 27 and 28, strongly emphasising the strengthening of India’s human capital as the nation moves toward its vision of a developed India.

Organised by the Union government, the conference will bring together Chief Secretaries from all States and Union Territories, along with senior officials, policymakers and subject experts.

The platform seeks to deepen Centre–State collaboration through structured discussions, reflecting the Prime Minister’s long-standing emphasis on cooperative federalism.

According to the Prime Minister’s Office (PMO), this year’s central theme is ‘Human Capital for Viksit Bharat’.

The focus is on crafting a shared development agenda that moves beyond viewing India’s population solely as a demographic advantage, instead recognising citizens as valuable human capital requiring sustained investment.

Deliberations will centre on developing practical strategies to enhance education systems, expand skilling initiatives and generate future-ready employment opportunities.

The conference highlights five priority areas under the main theme: early childhood education, schooling, skilling, higher education, and sports and extracurricular development.

States and Union Territories will exchange best practices and identify actionable policy measures.

Special Sessions on Reforms and Growth

The conference will also feature six special sessions addressing key reform and growth areas.

These include deregulation at the state level, the role of technology in governance along with its risks and safeguards, AgriStack for smarter supply chains, development of world-class tourist destinations, Atmanirbhar Bharat and Swadeshi initiatives, and planning for a future beyond Left Wing Extremism.

Additionally, focused discussions during informal sessions will highlight heritage and manuscript preservation through digitisation, as well as the integration of AYUSH systems into primary healthcare delivery, underscoring the government’s holistic approach to development.

Held annually for the past four years, the National Conference of Chief Secretaries began in Dharamshala in June 2022, followed by meetings in New Delhi in January 2023, December 2023 and December 2024.

The latest edition is expected to play a significant role in shaping India’s policy direction in the years ahead.
