Prime Minister Narendra Modi on Tuesday underscored the outcomes of the AI Impact Summit 2026 held in New Delhi.
He emphasised that India anchored the summit in its civilisational ethos and advanced three core principles: data sovereignty, inclusion by design, and accountability by default.
The Prime Minister referred to an article posted on X by Union Minister Hardeep Singh Puri, who detailed the summit’s milestones.
The event drew over 20 heads of state and more than 500 artificial intelligence leaders from upwards of 100 countries.
Organisers described it as the largest AI conference ever convened in the Global South.
Puri stated that India did more than host deliberations. It articulated a competitive framework through the Delhi Declaration.
He noted that the declaration sets out an AI governance blueprint rooted in techno-legal pragmatism.
Hardeep Singh Puri highlighted India’s digital infrastructure, which processes nearly half of the world’s real-time payments, and referenced investment pledges worth hundreds of billions.
He also cited domestically developed sovereign AI models and India’s integration into emerging AI supply chain security structures.
The minister outlined the Prime Minister’s MANAV vision. This framework promotes ethical safeguards, transparent governance, and sovereign control over data resources.
It seeks to prevent the extraction of data from developing nations in a manner akin to commodity exploitation.
It calls for broad accessibility so that benefits extend equally to a farmer in Madhya Pradesh and a software engineer in Bengaluru. It also mandates legal oversight for deployed AI systems.
Puri further remarked that the Prime Minister’s formulation, granting AI operational freedom while retaining human command, draws a decisive boundary that several advanced economies have hesitated to define.
The Delhi Declaration has already gained multilateral traction.
Observers regard it as the first major AI governance charter to originate in the Global South.
It advances a development-centric approach structured around three pillars: people, planet, and progress.
Initiatives such as BharatGen, which supports 22 Indian languages, address linguistic diversity beyond English-speaking populations.
A proposed global compute bank, modelled on India’s subsidised GPU access at Rs 65 per hour, aims to lower technological barriers worldwide.
The summit’s outcomes reinforce India’s ambition to shape equitable and accountable global AI governance.
