The historic tripartite agreement, signed on Thursday in Delhi, brings together the Centre, the Nagaland government, and the Eastern Nagaland Peoples’ Organisation (ENPO), the apex body representing eight recognised Naga tribes across the six eastern districts.
The pact provides for the devolution of powers over 46 subjects to these districts and paves the way for the establishment of the Frontier Nagaland Territorial Authority (FNTA), covering Tuensang, Mon, Kiphire, Longleng, Noklak, and Shamator, marking a significant step towards administrative empowerment and local governance in the region.
Prime Minister Narendra Modi, sharing a post from Union Home Minister Amit Shah on X, described the agreement as historic, underlining that it reflects the government’s commitment to peace, progress, and inclusive growth in the Northeast.
He expressed confidence that the pact would open new avenues of opportunity and prosperity for local communities, enhancing socio-economic development in Eastern Nagaland.

HM Shah highlighted the government’s dedication to implementing agreements in full, assuring consistent support for the development of Eastern Nagaland, including annual funding allocations and initial expenditure to establish the FNTA.
Under the agreement, a mini-secretariat will be set up for FNTA, headed by the Additional Chief Secretary/Principal Secretary, with development outlays apportioned according to population and area.
The arrangement preserves Article 371(A) provisions and aims to strengthen governance, deliver timely justice, and boost socio-economic growth, empowering communities and promoting sustainable development.
By combining administrative autonomy with planned development, it seeks to make Eastern Nagaland a region of opportunity, stability, and prosperity.
