Northern And Northwestern Borders Remain Stable And Under Control, Says General Upendra Dwivedi

Speaking at the conference, General Upendra Dwivedi confirmed that the northern and northwestern borders remain stable and firmly under control. He further stressed that constant vigilance is essential to maintain this stability.

Discussing the northern border, the Army chief explained that apex-level interactions, renewed contact, and confidence-building measures are aiding gradual normalisation.

He added that these efforts have also allowed grazing, hydrotherapy camps, and other activities along the Northern Borders.

“With our continued strategic orientation on this front, our deployment along the Line of Actual Control remains balanced and robust. Concurrently, capability development and infrastructure enhancement are progressing through a whole-of-government approach,” General Upendra Dwivedi said.

Turning to the Western Front, Gen Dwivedi recalled India’s decisive response to the Pahalgam terror attack. He said that the highest-level leadership took a clear decision to act immediately.

“Through 22 minutes of initiation on May 7 and an orchestration that lasted 88 hours up to May 10, the operation reset strategic assumptions by striking deep, dismantling terror infrastructure, and puncturing the longstanding nuclear rhetoric,” General Dwivedi said

“The Army successfully destroyed seven out of the nine targets and thereafter played a pivotal role in ensuring a calibrated response to Pak actions,” he added.

Acknowledging collaboration, he highlighted that the operation demonstrated tri-service synergy under a clear political directive with full freedom to act.

He also praised the proactive role of national stakeholders, including CAPFs, intelligence agencies, and state administrations.

“In 2025, 31 terrorists were eliminated, of which 65 per cent were Pakistan origin, including the three perpetrators of the Pahalgam attack neutralised in Operation Mahadev. Active local terrorists are now in single digits. Terrorist recruitment is almost non-existent, with only two in 2025,” General Dwivedi said.

Finally, Gen Dwivedi noted positive changes in J&K, including robust development and a revival of tourism. He also highlighted the peaceful Shri Amarnath Yatra, which hosted over four lakh pilgrims.

He concluded that ‘the theme of terrorism to tourism is gradually taking shape’, reflecting progress in both security and socio-economic development.
