Leh Under Curfew For Fourth Day As Activist Sonam Wangchuk Detained Under NSA

Leh town remained under curfew for the fourth consecutive day on Saturday as authorities worked to restore order following violent clashes on 24 September.

The violence, which erupted during protests demanding inclusion under the 6th Schedule and statehood for Ladakh, resulted in four deaths and over 70 injuries after security forces opened fire in self-defence.

To prevent further unrest, mobile internet services remain suspended in Leh, while Indo-Tibetan Border Police (ITBP), CRPF, and Ladakh Police continue to patrol sensitive areas.

Authorities have reportedly detained climate activist Sonam Wangchuk under the National Security Act (NSA) and shifted him to Jodhpur Jail in Rajasthan, though they have not yet issued an official confirmation.

They have also ordered the closure of all educational institutions, including schools, colleges, and coaching centres, until 28 September.

His arrest marks the first instance of NSA detention in Ladakh since it became a Union Territory in 2019.

Authorities allege that Wangchuk incited the violent protests. The Ministry of Home Affairs (MHA) has also cancelled the FCRA registration of Wangchuk’s organisation, SECMOL, citing alleged financial discrepancies and foreign fund violations.

Administrative Measures and Investigations

The Ladakh administration has activated advisory boards under multiple security acts, including the PSA and NSA, to review detentions.

Authorities have detained over 50 rioters and are investigating the possible involvement of outsiders, including individuals from Nepal and Jammu’s Doda district.

Authorities are probing how protesters obtained petrol bombs used to torch BJP and Hill Council offices and vehicles.

Officials stated that once medically cleared, injured suspects will be taken into custody for interrogation.

Following Wangchuk’s arrest, Kargil witnessed spontaneous shutdowns as shops and businesses closed in protest.

Section 163 has been imposed to curb gatherings in the district. Despite the restrictions, the overall situation across Ladakh remained peaceful on Saturday morning.

A team from the MHA met with leaders from the Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA) on Friday.

The Home Ministry has scheduled an official preparatory meeting in New Delhi for 27 or 28 September, ahead of a high-level dialogue on Ladakh’s demands.

The UT administration has vowed strict action against those involved in the violence.

Authorities have registered multiple FIRs and are considering additional charges under the Public Safety Act.

They have affirmed their commitment to maintaining law and order and vowed to deal firmly with any attempt to disrupt peace in Ladakh.
