India has established 12,957 new multi-purpose Primary Agricultural Credit Societies (PACS), dairy, and fishery cooperative societies over the past two years, Cooperation Minister Amit Shah informed Parliament on Tuesday.
In February 2023, the government approved a plan to strengthen the cooperative movement and expand its reach to the grassroots level.
The initiative aims to establish cooperatives in all villages and panchayats within five years.

According to the National Cooperative Database, Rajasthan leads with 1,995 new cooperatives, followed by Odisha (1,535), Uttar Pradesh (1,464), and Jammu & Kashmir (1,118).
The expansion enhances rural credit access, dairy production, and fisheries development.

Shah also noted that 32 states and Union Territories have either adopted Model Bye-laws for PACS or aligned their existing rules.
These reforms aim to improve governance, transparency, and efficiency in the cooperative sector.
The government’s cooperative strategy seeks to boost rural development and self-sufficiency, ensuring better financial inclusion for farmers and small businesses.
By expanding the cooperative network and introducing uniform byelaws, the initiative aims to create a more organized, transparent, and accessible system that empowers local communities, strengthens the rural economy, and supports long-term socio-economic growth across the country.
