India Must Become A Technology Creator, Not Just A Consumer: Dr Jitendra Singh

Union Minister of State (Independent Charge) for Science and Technology and Earth Sciences, Dr Jitendra Singh, has urged India to move beyond consuming imported technologies and become a creator, developer and manufacturer of advanced solutions.

Addressing the PHD Chamber of Commerce and Industry’s (PHDCCI) 121st Annual Session in New Delhi in October, Dr Jitendra Singh called for stronger collaboration between the government, scientific institutions, startups and private enterprises.

He described PHDCCI as an important platform for advancing government initiatives and encouraged industry to participate early in public-sector projects.

He also highlighted the chamber’s role in connecting scientific research with industrial development.

Dr Singh cited the growth of India’s space startup ecosystem as evidence of expanding private-sector participation.

Government data show that the number of space startups rose from one in 2014 to more than 400 by February 2026.

He also highlighted the National Quantum Mission, approved in April 2023 with an allocation of ₹6,003.65 crore over eight years.

The initiative focuses on quantum computing, communication, sensing, metrology, materials and devices, supported by four thematic hubs.

Biotechnology and Nuclear Science

The Minister identified biotechnology, nuclear medicine and pharmaceuticals as important areas for developing indigenous products and reducing import dependence.

He highlighted the BioE3 Policy, which promotes high-performance biomanufacturing and collaboration among academia, startups, research institutions and industry.

Its applications include bio-based chemicals, biopolymers, precision biotherapeutics and climate-resilient agriculture.

Dr Singh stressed that India must strengthen research infrastructure, funding, testing facilities and skilled talent to turn scientific discoveries into commercially viable products.

PHDCCI President Rajeev Juneja welcomed Dr Singh and highlighted the chamber’s 121-year legacy, its commitment to micro, small and medium enterprises, and its role in connecting entrepreneurship with science and technology.

Vice-President Sanjay Singhania delivered the vote of thanks. Senior Vice-President Anil Gupta and CEO and Secretary General Dr Ranjeet Mehta also attended the session.
