HM Amit Shah Initiates Work On New Legislative Assembly And Major Development Projects In Dibrugarh

Union Home Minister Amit Shah on Friday marked what he called a historic day for Assam by initiating work on the state’s second Legislative Assembly complex in Dibrugarh. The project seeks to expand administrative capacity and bring government functioning closer to people in Upper Assam.

Speaking at a public event in Khanikar, HM Shah said the upcoming Assembly complex, along with a new hostel for MLAs, would simplify governance processes once completed. He noted that the development would narrow the gap between citizens and the administration, making public services more reachable.

The Home Minister said the new complex would ensure that the advantages of effective governance extend to remote areas of Upper Assam. He added that decentralisation of administrative work would reduce logistical challenges for both officials and the public.

Officials stated that the government will build the Assembly complex and the MLA hostel at an estimated cost of Rs 284–300 crore.

The design will blend traditional Assamese architectural styles with contemporary infrastructure, balancing cultural identity with modern functionality. Authorities expect the project to strengthen institutional capacity in the region.

Vision of a Second Capital

Chief Minister Himanta Biswa Sarma attended the programme. He said the initiative would play a crucial role in developing Dibrugarh as Assam’s ‘second capital’.

CM Himanta Biswa Sarma explained that districts such as Tinsukia, Dhemaji and other parts of Upper Assam would benefit significantly. He added that improved administrative access and better coordination would drive this progress.

During the same event, HM Shah also inaugurated Phase I of the Khanikar Multi-Disciplinary Sports Complex. The authorities constructed the facility at an estimated cost of Rs 238 crore.

The complex is regarded as the largest sports facility in the state. It features a modern indoor stadium, a swimming pool and several supporting amenities.

The Union Home Minister said advanced sports infrastructure would create new opportunities for young people. He added that it would help identify and nurture talent at the grassroots level. He added that such investments would strengthen youth development and promote a sporting culture in Assam.

HM Amit Shah’s visit to Dibrugarh formed part of a wider schedule of official and developmental engagements across Assam. The programmes saw participation from senior ministers, legislators and officials, and were conducted under stringent security.

The state government views the new Assembly complex and sports facilities as significant milestones in Assam’s broader development roadmap.
