Harda District Administration’s Cluster-based Approach for Efficient Service Delivery and Community Engagement

The Harda District Administration has implemented a unique cluster-based approach to enhance service delivery and community engagement in the district. This approach aims to ensure effective implementation of beneficiary-oriented schemes and improve overall progress at the ward and cluster levels.

Under this approach, the district has been divided into 74 wards, with each ward consisting of 2-3 Gram Panchayats. A Ward In-charge, appointed as the Block Level Officer, has been assigned to oversee the progress and 100% achievement of beneficiary-oriented schemes in each ward.

To further strengthen the cluster arrangement, the 74 wards have been grouped into 26 clusters, with a District Level Officer serving as the In-charge for each cluster. The allocation of clusters to District Level Officers is based on the presence of Ward In-charges who report to them. This ensures that the Cluster In-charge is held responsible for the progress of the wards assigned to them through the Ward In-charges.

The cluster arrangement has proven to be pivotal, allowing different departments to organize camps in these clusters to address various issues and provide necessary services. Currently, the following camps are ongoing:

“Administration at your door” Cluster wise village chaupal: Aims to conduct reviews at the gram panchayat level. The program focuses on identifying and benefiting the remaining eligible beneficiaries on the spot, ensuring quick delivery of benefits and implementing effective follow-up measures.

Cluster Credit Camp: Facilitating access to bank and departmental loans for beneficiaries. Departments involved include Industry Policy and Investment Promotion, NRLM, MSME, DAY-State Rural Livelihood Mission, Khadi and Village Industries Board, Animal Husbandry, Fisheries, Farmer Welfare and Agriculture Development, and more.

Jeevanam Health Camp: Providing healthcare services and education. Departments involved include Health and Ayush.

Jal Jyotirmay Camp: Addressing power and water-related issues. Departments involved include Energy, Public Health, and Engineering.

Vasumata Camp: Focusing on agriculture-related issues. Departments involved include Farmer Welfare and Agriculture Development, Co-operatives, Animal Husbandry, Fisheries, Horticulture and Food Processing, and Forest.

Samarasta Camp: Resolving agriculture land disputes and other land-related issues. Departments involved include Revenue and Police.
These camps aim to bring administration services directly to the doorstep of the villagers, providing them with an opportunity to address their problems and receive quick benefits. Prior to these camps, door-to-door visits are conducted to collect information and applications from villagers, ensuring proactive action before the camp whenever possible.

These efforts have already yielded positive results. Several success stories have emerged from the cluster-wise Gram Chaupals, where villagers have found resolutions to their long-standing issues. For example, in the village of Bothi, an applicant named Mishrilal was able to obtain a disability certificate and pension through the Gram Chaupal program. Similarly, in the village of Jharpa, Mangilal finally acquired ownership rights to his land after 30 years.

Furthermore, the district administration has also introduced innovative initiatives such as the Har-Dam Harda WhatsApp Bot service for public grievance management, Cyber Sakhi workshops for cybercrime awareness among women, and the Adopt an Anganwadi program to improve early childhood development services.

The Harda District Administration is committed to delivering efficient and responsive governance to its residents. Through the cluster-based approach and various initiatives, the administration aims to bring about positive and sustainable change in the lives of the people in the district.
