ED Names Kejriwal As Key Conspirator In Delhi Liquor Policy Scam; AAP Allegedly Funded Goa Elections With Bribe Money

In the supplementary charge sheet filed by the Enforcement Directorate (ED) against Delhi Chief Minister Arvind Kejriwal and others, who are alleged to be involved in the Delhi liquor policy scam, 38 people have been named as accused. Chief Minister Arvind Kejriwal is listed as accused number 37, and the Aam Aadmi Party (AAP) is named as accused number 38.

The charge sheet cites Sharad Reddy’s statement, indicating that besides the alleged ₹100 crore, Arvind Kejriwal and Manish Sisodia also solicited funds for the Goa and Punjab assembly elections. After Reddy’s refusal to provide the funds, AAP’s attitude towards him reportedly changed. The charge sheet claims that Kejriwal is the primary conspirator and was aware of the use of bribe money in the Goa elections.

Details of WhatsApp conversations between Kejriwal and accused Vinod Chauhan are included in the charge sheet. It is alleged that ₹25.5 crore was sent to AAP for the Goa elections through Vinod Chauhan by K Kavita’s personal assistant. These chats suggest a close relationship between Chauhan and Kejriwal. The charge sheet also discusses the Proceeds of Crime, revealing that screenshots of hawala note numbers were recovered from Chauhan’s mobile, previously obtained by the Income Tax Department. These screenshots show how money from the alleged crime was transferred from Delhi to Goa through hawala channels for AAP’s use in the Goa elections.

Chanpreet Singh was reportedly managing the hawala money that reached Goa. The ED has evidence of conversations between Chauhan and Abhishek Bon Pillai about the funds sent to Goa. Ashok Kaushik, acting on Bon Pillai’s instructions, delivered two bags of cash to Chauhan on two different occasions. Kaushik’s statement has been recorded by the ED.

So far, 18 people have been arrested in connection with this case. The ED alleges that they acted in collusion with Delhi government ministers, AAP leaders, and others.
