Delhi Police tracked down Hariram Bansal in Bhiwadi, Rajasthan, on Monday after he allegedly went into hiding following the Satya Niketan building collapse.
Officers apprehended him within hours of issuing a Look Out Circular as the investigation into the deadly incident gathered pace.
Police have named Bansal and other individuals in an FIR registered at the South Campus police station.
The Delhi government has suspended five Municipal Corporation of Delhi employees with immediate effect in connection with the tragedy.
The action covers South Zone Deputy Commissioner Rakesh Kumar, Superintending Engineer Ranvir Singh, Executive Engineer Lalit Kumar Goel, Assistant Engineer Sunil Chauhan and Junior Engineer Ashish Kumar.
The collapse has claimed seven lives so far, while several injured victims continue to receive medical treatment.
Rescue personnel worked through the night to clear the wreckage and locate survivors.
Officials continue to fear that more people, particularly students, could remain trapped beneath the debris.
Delhi Chief Minister Rekha Gupta returned to the site on Monday morning to assess the rescue operation and review the administration’s response.
CM Gupta instructed authorities to take stringent action against officials if investigators establish negligence or dereliction of duty. Her office directed officials to immediately seal illegal five-storey buildings across Delhi to strengthen adherence to safety regulations.
The collapsed property, identified as ‘Hostel Daze’, housed students as a boys’ paying guest accommodation when the structure gave way.
Eyewitnesses said an adjoining building collapsed, intensifying concerns about the structural safety of buildings in the surrounding area.
Delhi Police had deployed 10 teams to locate Bansal after authorities issued the look-out notice.
Deputy Commissioner of Police, Southwest, Amit Goel, confirmed the FIR and said the investigation would examine the circumstances behind the collapse and establish responsibility for the deaths.
