Agencies Freeze Rs 8,000 Crore In Cybercrime Proceeds, Says Amit Shah

Union Home Minister Amit Shah said government agencies have saved or frozen more than ₹8,000 crore from cyber criminals across the country. He said that scammers had siphoned off nearly ₹20,000 crore up to November 30, 2025.

Shah was addressing the National Conference on ‘Tackling Cyber-Enabled Frauds and Dismantling the Ecosystem’ in New Delhi on Tuesday.

The conference was organised by the Central Bureau of Investigation in collaboration with the Indian Cyber Crime Coordination Centre.

The Home Minister said India had recorded nearly 82 lakh cybercrime complaints up to November 30, 2025.

Authorities converted 1.84 lakh of these complaints into FIRs.

The Minister said agencies must now take cybercrime control and fund recovery efforts to the next level.

Shah warned that cyber criminals now operate in an organised and institutionalised manner. He said criminals stay ahead of law enforcement by using advanced technology.

The Home Minister urged the 562 delegates attending the conference to strengthen coordination and sharpen response mechanisms.

Describing cybercrime as a major global threat, Amit Shah said the government remains fully committed to protecting citizens.

Shah added that the government has created a strong anti-cybercrime infrastructure since 2020. This includes the formalisation of I4C’s real-time reporting system.

The Minister said that 62 banks and financial institutions have already joined the secure framework, and that the government plans to onboard all cooperative banks by December 31.

He stressed that stronger participation from banks would help block fraudulent transactions more quickly.

Earlier, Shah said on social media that cybercrime poses one of the biggest challenges today, adding that the government would continue to strengthen India’s capacity to combat cybercrime.

During the event, Shah presided over the investiture ceremony of CBI officers and inaugurated the CBI’s new Cybercrime Branch. He also launched the S4C Dashboard of I4C under the Ministry of Home Affairs.

Officials said the CBI has been investigating cybercrime since 2000 and has upgraded its capabilities over time. It established a dedicated Cybercrime Investigation Division in 2022.

The CBI acts as the nodal agency for cybercrime cases involving the Central government.

Officials noted that India’s rapid digital expansion has improved access to banking and governance. However, it has also exposed new vulnerabilities, which organised cybercrime networks now exploit.

The conference focused on financial fraud, telecom misuse, and human exploitation. It also discussed artificial intelligence, data analytics, faster reporting, fund tracing, and victim protection.

Authorities said the aim was to build a unified, technology-driven strategy to counter cyber-enabled fraud.
