In a landmark policy move, Kerala has become the first state in India to introduce a dedicated Elderly Budget—also referred to as the Ageing or Senior Citizens Budget—alongside its main Budget for 2026–27.
Finance Minister KN Balagopal tabled the separate document in the State Assembly, underlining the government’s response to Kerala’s fast-changing demographic profile.
With senior citizens projected to constitute 18.7 per cent of the population in 2026 and nearly 25 per cent within the next decade, the state has moved beyond conventional welfare approaches. The budget frames ageing as both a social responsibility and an economic opportunity, anchored in the concepts of the silver economy and care economy.
The Elderly Budget carries a consolidated outlay of Rs 46,236.52 crore, accounting for 19.07 per cent of Kerala’s total budget. A major share—Rs 14,500 crore—has been allocated for social security pensions, with welfare and social security board pensions enhanced to Rs 2,000 per month for eligible beneficiaries.
The government has earmarked Rs 30 crore as subsidies to set up retirement homes, including modern facilities with community kitchens and specialised healthcare services.
For senior citizens living alone, the government has allocated Rs 10 crore to launch on-call volunteer support services through local self-government bodies.
Healthcare remains a key pillar, with Rs 50 crore set aside for pneumonia vaccination for below-poverty-line senior citizens, along with expanded pain and palliative care services under existing schemes.
The budget also emphasises employment generation in care-related sectors and the development of age-friendly products and services for people aged 50 and above.
The government has announced the formation of an Elderly Commission to recommend long-term policy measures, with its report expected within three months. It has also committed to presenting a separate Elderly Budget annually.
Experts see Kerala’s initiative as a potential model for other states grappling with ageing populations, marking a shift towards rights-based, structured, and economically integrated support for senior citizens.
