Jamia Hamdard Controversy: A Stern Test For New Registrar Colonel Tahir Mustafa

Colonel Tahir Mustafa, a serving Indian Army officer, has been appointed as the new Registrar of Jamia Hamdard, marking a bold step to combine administrative expertise with educational reform at the prestigious institution.

The Hamdard community, faculty, students, and staff have welcomed his appointment as it addresses the growing need for leadership that blends managerial competence with ethical governance.

Who is Colonel Tahir Mustafa?

A seasoned administrator and decorated officer, Colonel Mustafa brings an illustrious career spanning:

  • Director (Training & Administration)
  • Additional Director General of Military Survey
  • Director, International Boundary Directorate
  • Head of Border Cell, Ministry of External Affairs

His portfolio includes ministerial coordination, international negotiations, and cross-border matters, with experience working across central/state agencies. Recently, he served as Director of the Centre for Automated Military Survey (CAMS) under the MoD, spearheading geospatial data and automated mapping projects.

Educated at AMU (B.Tech Civil Engineering) and Madras University (MSc Geography), he was awarded a commendation by former Army Chief Gen.

VK Singh in 2007 for exemplary service as Task Force Commander in Sikkim.

Institutional Challenges at Jamia Hamdard

The appointment comes amid turmoil:

  • MBBS-PG Admissions Crisis: The university has withdrawn all 199 medical seats (150 MBBS + 49 PG) for 2025-26, citing loss of control over Hamdard Institute of Medical Sciences & Research (HIMSR) to a ‘private party’ – a claim disputed by stakeholders.
  • Delhi HC Order: Upheld the admission freeze on July 21, citing legal complexities.
  • ₹813 Crore Scandal: A CAG audit (2011-23) alleges fund diversion to Hamdard Education Society in violation of UGC norms.

Road Ahead

Faculty members view Colonel Mustafa’s mission-driven leadership as aligning with NEP 2020’s emphasis on skill integration and institutional autonomy. He will need to test his crisis-resolution skills:

  • Restoring the admissions process
  • Investigating financial irregularities
  • Rebuilding institutional credibility

“His life isn’t just a career – it’s a mission that inspires us,” a senior professor told Bharat Express.  “He reminds us that courage and transparency matter as much in academia as in military service.”

The university has thanked the Defence Ministry for deputing the officer, with many seeing his impartiality and strategic acumen as potential game-changers.

As Jamia Hamdard navigates its worst institutional crisis, all eyes are on whether this military administrator can steer it toward stability and global recognition.
