The United States is contemplating relaxing travel advisories for its citizens visiting China, Deputy Secretary of State Kurt Campbell said on Tuesday, citing concerns that the warnings may have limited exchanges between Americans and Chinese people.
After months of heightened tensions, communication channels between Washington and Beijing had largely normalized, Campbell said at a non-profit event held by the National Committee on U.S.-China Relations.
He did, however, caution that Chinese support for Russia’s war in Ukraine jeopardized the development of stable relations.
The State Department has issued graded warnings for Americans traveling to China, urging them to reconsider visits or exercise heightened caution due to possibilities of arbitrary enforcement of local laws, exit bans, and wrongful detentions.
However, the presidents of both nations have worked to rebuild people-to-people exchanges as a pillar for managing rising geopolitical competition between the superpowers.
China has issued its travel advisories for the United States, citing what it claims is increased harassment of Chinese nationals by US agents at ports of entry, accusations that US officials have denied.
Despite China’s warnings, hundreds of thousands of Chinese students study in the United States, while only a few hundred Americans live in China.
Campbell also stated that potentially hundreds of thousands of Chinese migrants escaping weaker economic conditions in China have arrived in the United States in recent months and that Beijing was aware of the situation but did not appear to be making efforts to reduce the flow.
“The numbers that we’re seeing are large and, frankly, of gathering concern”, Campbell added.
