Trump Shakes H-1B System; Ends Lottery To Prioritise High-Skill, High-Pay Foreign Talent

The United States has announced a dramatic overhaul of its H-1B work visa selection system, marking one of the most consequential immigration policy shifts in recent years.

The Trump administration has decided to scrap the long-standing random lottery mechanism and replace it with a weighted selection model that actively favours higher-skilled and higher-paid foreign professionals.

The Department of Homeland Security (DHS) said the reform aims to protect American wages, safeguard domestic employment opportunities, and restore integrity to a program that critics have long accused of systemic misuse.

Officials asserted that the lottery-based system encouraged employers to flood the process with low-wage applications, distorting the original purpose of the H-1B visa.

Under the new framework, H-1B registrations will no longer enter a blind draw. Instead, authorities will rank applications and assign greater selection probability to candidates commanding higher salaries and advanced skill sets.

DHS clarified that employers across all wage categories may still apply, but the new process clearly tilts the balance toward premium talent.

US Citizenship and Immigration Services spokesperson Matthew Tragesser said the earlier system allowed some companies to undercut American workers by hiring cheaper foreign labour.

He stressed that the revised model better reflects congressional intent and incentivises employers to recruit genuinely high-value professionals who strengthen US competitiveness.

The annual H-1B cap will remain unchanged at 65,000 visas, with an additional 20,000 reserved for applicants holding advanced degrees from US institutions.

The weighted selection system will come into force from the fiscal year 2027 registration cycle, while the final rule is scheduled to take effect on February 27.

Visa Reform Sparks Global Debate

DHS positioned the reform as part of a broader crackdown on alleged abuse of the visa category.

Officials argued that wage suppression and mass filings eroded public trust and harmed American workers, prompting long-overdue corrective action.

The announcement also highlighted other aggressive measures under the Trump administration’s immigration agenda, including a Presidential Proclamation requiring employers to pay an additional $100,000 per H-1B visa.

The administration said the fee ensures that companies turn to foreign workers only when domestic talent remains unavailable.

The H-1B program, heavily relied upon by the technology sector, plays a vital role in sourcing global expertise, particularly from countries like India.

However, it has also remained one of the most politically divisive immigration pathways in the US.

Supporters of the reform argue that weighted selection restores credibility and rewards merit, while critics warn it could limit access for smaller firms and disrupt innovation pipelines.

As Washington tightens the rules, the policy shift is set to reshape global talent flows and intensify debate over America’s approach to skilled immigration.
