Prime Minister Narendra Modi told BRICS leaders on Sunday that failing to condemn every act of terrorism ‘betrays humanity itself’.
Addressing the Peace and Security session of the 17th BRICS Summit, he described the April 22 Pahalgam massacre—which killed 26 tourists—as ‘a direct assault on the soul, identity and dignity of India” and “a blow to all humankind’.
All 11 BRICS members echoed Modi’s demand in a joint statement that condemned the Pahalgam attack and reaffirmed an “unequivocal commitment” to combat cross‑border terrorism and those who aid it.
Prime Minister Modi insisted that sanctions on terrorists ‘must never depend on where or against whom the attack occurred’.
“There should be no gap between our words and actions,” PM Modi told the bloc. “Terrorism’s victims and its supporters cannot be treated alike. Silent consent for terrorism, given for personal or political gain, is unacceptable.”
Surveying worldwide flashpoints, PM Modi said conflicts from West Asia to Europe imperil global stability and highlighted Gaza’s humanitarian crisis without naming warring parties.
The BRICS communiqué cited Israeli attacks on Gaza and urged aid access and hostage release.
Invoking the legacies of Buddha and Mahatma Gandhi, PM Modi reaffirmed India’s belief that “the path of peace is the only option for humanity.” He pledged India’s partnership with “all friendly countries” in efforts that replace division with dialogue and trust.
“Progress for humanity is possible only in a peaceful and secure environment,” Prime Minister Modi concluded. “BRICS must unite its efforts and move forward together to meet that goal.”
