Pakistan Sought US Help Fearing India Would Resume Operation Sindoor: FARA Filings

Pakistan urgently sought assistance from the United States during India’s Operation Sindoor, apprehensive that New Delhi’s military action was only ‘paused’ and could resume at any moment, according to US government filings accessed by NDTV.

The disclosures, made under the US Foreign Agents Registration Act (FARA), expose Islamabad’s lobbying efforts in Washington and contradict Pakistan’s public claims that India had sought a ceasefire following the escalation.

A FARA document circulated by Squire Patton Boggs, a lobbying firm representing Pakistan, clearly states:

We worry that PM Modi has said India has only paused its military action, and attacks on Pakistan could resume.

The admission highlights Pakistan’s anxiety in the aftermath of Indian strikes that targeted terror camps and airbases inside Pakistani territory.

FARA is a US law that requires individuals or entities acting on behalf of foreign governments or political actors to disclose their activities, finances, and relationships to the Department of Justice.

The filings show that Pakistan mounted an aggressive lobbying campaign in the US capital following the Pahalgam terror attack.

According to the documents, Pakistani diplomats and defence officials held more than 50 high-level meetings with US lawmakers, administration officials, and media representatives in the period after the attack, a detail earlier reported by NDTV on January 6.

Separate filings also confirm that India did not seek US mediation or discuss a ceasefire during its engagements in Washington, directly contradicting repeated claims by US President Donald Trump that he had brokered the truce between the two countries.

Background: What Was Operation Sindoor?

Operation Sindoor took place on May 7, 2025, as India’s response to the April 22 terror attack in Pahalgam, where Pakistan-backed militants killed 26 civilians, most of them tourists, in Jammu and Kashmir.

The operation involved precision strikes deep inside Pakistan and resulted in the elimination of over 100 terrorists.

A brief but intense four-day conflict followed, culminating in a ceasefire on May 10.

Contrary to Pakistan’s narrative that India had sought a truce, the filings and official sources indicate that the ceasefire request came from Pakistani military commanders. Facing extensive damage and outmatched by India’s military capabilities, Islamabad sought intervention from US President Donald Trump.

Prime Minister Narendra Modi told Parliament in May that Operation Sindoor remains merely suspended, warning:

Should Pakistan dare again, it will face a fitting and formidable retaliation. Operation Sindoor remains active and resolute.

The position was reiteration during a parliamentary address in July.

The FARA disclosures underscore what Indian officials describe as Pakistan’s duplicity—projecting one narrative publicly while privately admitting vulnerability through its lobbyists.

As India continues to assert a policy of zero tolerance towards terrorism, the documents reinforce New Delhi’s position that its actions during Operation Sindoor taken independently, without external pressure.
