The Union Budget 2025 has introduced key measures aimed at enhancing India’s healthcare infrastructure. Dr. DK Gupta, Chairman of Felix Hospitals, believes these initiatives will play a pivotal role in improving the country’s medical framework and positioning India as a global healthcare leader.
With a total budget of ₹50.65 lakh crore, the government has allocated ₹98,311 crore for healthcare, marking an 11% increase from last year’s ₹86,582 crore.
While the increase is a positive development, Dr. Gupta stressed the need for healthcare expenditure to reach at least 5% of GDP, considering the growing population and the increasing demand for quality care, particularly among the elderly. Currently, only 2.5% of GDP is dedicated to healthcare, a figure much lower than in most developed countries.
A major highlight of the budget is the relief for cancer patients. The government has exempted customs duties on 36 life-saving drugs for cancer and rare diseases. Additionally, 200 Cancer Daycare Centers will be established in district hospitals, ensuring that patients can access treatment locally without traveling long distances. The budget also includes tax reductions on essential medications and medical equipment, making healthcare more affordable.

To strengthen India’s medical manufacturing sector, a ₹2,500 crore Production-Linked Incentive (PLI) scheme has been introduced. This initiative will support domestic production and reduce dependency on imports.
The budget also focuses on expanding medical education. It plans to add 10,000 new medical seats next year, with a total of 75,000 additional seats over the next five years. Dr. Gupta believes this expansion will help address the doctor-patient ratio gap, improving healthcare accessibility in both urban and rural areas.
Another key initiative is the promotion of medical tourism under the ‘Heal in India’ scheme. The government will simplify the visa process for international patients, making India an attractive destination for affordable, high-quality treatment.
The budget also reinforces the government’s commitment to public health and digital infrastructure. ₹9,406 crore has been allocated to the Ayushman Bharat Health Insurance Scheme, and ₹4,200 crore to the Ayushman Bharat Health Infrastructure Mission. The focus on telemedicine and digital health services will ensure that quality healthcare reaches even the most remote areas.
Dr. Gupta praised the government for its proactive approach to improving healthcare accessibility, reducing treatment costs, and expanding medical education. He believes these measures will lead to transformative changes in India’s healthcare system, making it more resilient and inclusive.
