Union Home Minister Amit Shah declared in the Rajya Sabha on Wednesday that terrorism in Kashmir is ‘on the verge of being eliminated’ and credited Prime Minister Narendra Modi’s leadership for a historic transformation in the region.
Shah presented data to show that the ‘ecosystem of terrorism’ built over decades has been dismantled.
“In 2010, there were 2,564 organised stone-pelting incidents. Today, not a single one has been reported since 2024,” he said.
The Home Minister held Jamaat-e-Islami responsible for radicalising youth through the education system and noted that the NIA and ED had dismantled terror financing networks empowering such groups.
He also pointed out the complete end of organised hartals, which, he said, were earlier orchestrated from across the border with support from the Hurriyat leadership.
“There used to be 132 days of shutdown in a year. In the last three years, not a single hartal has been observed,” Shah said.
Amit Shah highlighted a sharp decline in civilian and security personnel casualties.
“Earlier, over 6,000 security personnel were injured annually. More than 112 civilians died. Now, it is zero,” he asserted.
From 2004 to 2014, there were 7,217 terror incidents; from 2015 to 2025, this fell to 2,150. Civilian deaths dropped from 1,717 to 357, while security forces’ casualties halved from 1,060 to 542.
He criticised the Congress, National Conference, and PDP, accusing them of running a power ecosystem that ‘kept democracy hostage’.
He contrasted the past with the present, stating that over 34,000 elected representatives now serve in Jammu and Kashmir’s tehsils and panchayats.
Shah showcased major infrastructure developments, including the Chenab Bridge, Udhampur-Baramulla railway line, and the Zojila and Banihal tunnels.
He added, “IIT, IIM, AIIMS – these are no longer dreams in Jammu and Kashmir.”
Recalling his 2015 visit as BJP President, Shah said he stayed with retired General Sinha and met over 25 stakeholders to understand the Valley’s issues.
He claimed that the ‘ghost of unrest’ has now vanished.
“In the last six months, no local youth has joined terrorist outfits. The remaining terrorists are all foreign—mostly Pakistanis.”
