The Uttar Pradesh Government appointed senior IAS officer Shashi Prakash Goyal as the new Chief Secretary of the state on Thursday, ending weeks of speculation.
Goyal, a 1989-batch IAS officer, formally assumed charge at the state secretariat in the evening.
Outgoing Chief Secretary Manoj Kumar Singh, whose tenure officially ended the same day, was present for the handover, along with other top bureaucrats.
The state government had earlier written to the Centre in early July, seeking a one-year extension for Singh.
However, unlike former chief secretaries Anup Chandra Pandey and Durga Shankar Mishra, whose extensions the Centre approved, Singh did not receive the same nod, paving the way for Goyal’s elevation.
Goyal had been serving as Additional Chief Secretary to Chief Minister Yogi Adityanath, and is considered one of the CM’s most trusted officers.
He has played a crucial role in the Chief Minister’s Office since Yogi Adityanath’s first term began. His name had been circulating for days, and the official announcement ended the bureaucratic suspense.

The government assigned the additional charge of Civil Aviation and State Property to Principal Secretary (Home and Information) Sanjay Prasad.
Uttar Pradesh’s bureaucracy remained tense throughout Thursday as officials awaited a potential last-minute extension from the Centre for Singh.
With no such communication by evening, the state government moved forward with Goyal’s appointment.
