President Nominates Four Eminent Personalities To Rajya Sabha; PM Modi Extends Wishes

President Droupadi Murmu, acting on the recommendation of the Council of Ministers, nominated four distinguished individuals to the Rajya Sabha.

She appointed Ujjwal Deorao Nikam, C Sadanandan Master, Harsh Vardhan Shringla, and Meenakshi Jain under Article 80(1)(a) of the Constitution, which authorises the President to nominate individuals who have made significant contributions in art, literature, science, or social service.

The Ministry of Home Affairs, however, issued the official notification on July 12, 2025.

These appointments fill vacancies left by previously retired nominated members and aim to bring diverse expertise to India’s Upper House of Parliament.

Ujjwal Nikam – Veteran prosecutor known for justice in 26/11 case

Ujjwal Deorao Nikam is one of India’s most respected public prosecutors, known for leading high-profile criminal cases. He gained special recognition for securing the death penalty for Ajmal Kasab, one of the main perpetrators of the 2008 Mumbai terror attacks. His legal career has focused on upholding constitutional values and justice for common citizens.

C Sadanandan Master – Social reformer and educationist from Kerala

A veteran social worker and educationist, C Sadanandan Master has dedicated his life to youth empowerment and grassroots development in Kerala. Over the decades, his dedicated service in education and social reform has, however, left a profound impact on communities across the state.

Harsh Vardhan Shringla – Former foreign secretary and diplomat

Former Foreign Secretary Harsh Vardhan Shringla brings diplomatic and strategic expertise to the Rajya Sabha. He shaped India’s foreign policy, led the G20 presidency, and gained recognition for his global outlook.

Meenakshi Jain – Acclaimed historian and academic

Noted historian and academic Meenakshi Jain has made significant scholarly contributions in history, political science, and literature. Her research has, however, influenced academic thought in India and brought historical perspectives into the national spotlight.

PM Modi applauds the nominations

Taking to the social media platform, Prime Minister Narendra Modi praised Ujjwal Nikam’s lifelong commitment to justice.

“Shri Ujjwal Nikam’s devotion to the legal field and to our Constitution is exemplary. He has not only been a successful lawyer but also been at the forefront of seeking justice in important cases. During his entire legal career, he has always worked to strengthen Constitutional values and ensure common citizens are always treated with dignity. It’s gladdening that the President of India has nominated him to the Rajya Sabha. My best wishes for his Parliamentary innings,” PM Modi posted.

Congratulating C Sadanandan Master, the Prime Minister posted, “Shri C. Sadanandan Master’s life is the epitome of courage and refusal to bow to injustice. Violence and intimidation couldn’t deter his spirit towards national development. His efforts as a teacher and social worker are also commendable. He is extremely passionate towards youth empowerment. Best wishes for his role as MP.”

On Harsh Vardhan Shringla’s nomination, PM Modi stated, “Shri Harsh Vardhan Shringla Ji has excelled as a diplomat, intellectual and strategic thinker. Over the years, he’s made key contributions to India’s foreign policy and also contributed to our G20 Presidency. Glad that he’s been nominated to the Rajya Sabha by President of India. His unique perspectives will greatly enrich Parliamentary proceedings. ”

Expressing happiness over Meenakshi Jain’s inclusion, the Prime Minister further noted, “It’s a matter of immense joy that Dr. Meenakshi Jain Ji has been nominated to the Rajya Sabha by Rashtrapati Ji. She has distinguished herself as a scholar, researcher and historian. Her work in the fields of education, literature, history and political science have enriched academic discourse significantly. Best wishes for her Parliamentary tenure.”
