PM Modi To Inaugurate Kartavya Bhavan–03; First CCS Building Under Central Vista Plan

In a major push to modernise India’s administrative infrastructure, Prime Minister Narendra Modi will inaugurate Kartavya Bhavan–03 at Kartavya Path, New Delhi, on Wednesday, August 6.

This is the first completed building under the Common Central Secretariat (CCS) plan and forms a key part of the government’s Central Vista redevelopment project. The initiative aims to streamline governance and improve administrative efficiency across ministries.

Ministries to Relocate from Ageing Buildings

The 1.5 lakh sq. m complex will house major ministries, including Home Affairs, External Affairs, Rural Development, MSME, Petroleum and Natural Gas, and the Department of Personnel & Training.

The Office of the Principal Scientific Adviser will also operate from here. These departments currently function from old buildings like Shastri Bhawan, Krishi Bhawan, Udyog Bhawan, and Nirman Bhawan.

Built between the 1950s and 1970s, these structures are costly to maintain and lack modern facilities.

Kartavya Bhavan–03 offers secure, IT-ready workspaces with ID-based access. It includes a centralised surveillance and command centre.

The building targets a GRIHA-4 green rating, with double-glazed façades, rooftop solar panels, solar water heaters, and advanced HVAC systems.

Focus on Sustainability and Efficiency

The building has a zero-discharge water system, in-house solid waste management, and composting units. It features e-vehicle charging stations, puzzle parking with guidance, energy-efficient lighting, and regenerative lift drives.

Motion-sensor technology powers smart air-conditioning and lighting.

Special glass reduces heat and noise, while rooftop solar panels will generate over 5.34 lakh units of electricity annually. Solar heaters will meet 25% of daily hot water needs.

The Central Vista project, launched in 2019, seeks to upgrade Lutyens’ Delhi for 21st-century governance. Kartavya Bhavan is likely to cut inter-ministerial delays, lower costs, and boost productivity through closer coordination.

Older buildings will be repurposed. North and South Blocks will become national museums. More CCS buildings are set for completion by 2026.

Union Housing and Urban Affairs Minister Manohar Lal Khattar called Kartavya Bhavan ‘a model of sustainable governance infrastructure’.

As PM Modi inaugurates the complex, Kartavya Bhavan will symbolise India’s shift towards modern, sustainable, and citizen-focused administration.
