PM Modi-Led Cabinet Approves ₹18,500 Crore Investment For Semiconductors, Metro, & Hydro Power

The Cabinet Committee on Economic Affairs, chaired by Prime Minister Narendra Modi, on Tuesday approved major investment proposals exceeding ₹18,500 crore.

The approvals include ₹4,600 crore for semiconductor manufacturing units, ₹5,801 crore for the Lucknow Metro extension, and ₹8,146 crore for the 700-megawatt Tato-II hydroelectric project in Arunachal Pradesh.

Railways, Information & Broadcasting, and Electronics & IT Minister Ashwini Vaishnaw described the approvals as landmark decisions. He said they support foundational industries, clean energy growth, and urban transport infrastructure.

The Union Cabinet approved four new semiconductor projects under the India Semiconductor Mission across Odisha, Punjab, and Andhra Pradesh.

The new projects go to SiCSem and 3D Glass Solutions in Odisha, Continental Device India (CDIL) in Punjab, and Advanced System in Package (ASIP) Technologies in Andhra Pradesh. These four additions bring the total ISM-approved projects to ten, with cumulative investments of approximately ₹1.60 trillion across six states.

SiCSem Compound Semiconductor Plant

SiCSem will establish a compound semiconductor fabrication plant in Bhubaneshwar with integrated assembly, testing, marking, and packaging (ATMP) facilities. The plant will produce 60,000 wafers monthly and 96 million ATMP units annually.

A second ATMP plant, also in Bhubaneshwar, will produce 70,000 glass panels and 13,000 3D heterogeneous integration modules per year, along with 50 million ATMP units. Global firms, including Lockheed Martin, Intel, and Applied Materials, have taken equity stakes in the unit.

CDIL and ASIP will develop ATMP facilities in Mohali and Andhra Pradesh, respectively. These projects will support India’s growing semiconductor ecosystem and emerging sectors such as defence, electric vehicles, and high-performance electronics.

Lucknow Metro Expansion

The Cabinet approved an 11-km extension of Lucknow Metro Phase 1 with 12 stations at ₹5,801 crore.

The Uttar Pradesh Metro Rail Corporation will execute the project over the next five years. It will connect Old Lucknow commercial hubs, historic landmarks such as Bara Imambara and Rumi Darwaza, King George’s Medical University, and popular food districts.

Tato-II Hydro Electric Project

The government sanctioned ₹8,146 crore for the 700-megawatt Tato-II Hydro Electric Project in Arunachal Pradesh. The Tato-II Hydro Electric Project will generate 2,738 million units of electricity annually.

Developed by NEEPCO in partnership with the state government, the project includes ₹458.79 crore for roads, bridges, and transmission lines, and ₹436.13 crore as equity support. The state will receive 12 per cent free power, along with infrastructure upgrades and socio-economic benefits.

These approvals reflect the government’s broader vision of fostering high-tech industries, urban mobility, and renewable energy. They will create employment, boost economic growth, and enhance India’s infrastructure capabilities.
