Prime Minister Narendra Modi on Thursday described the commencement of the special session of Parliament as a ‘historic step’ towards strengthening women’s empowerment in India. He said the initiative reflects the nation’s commitment to honouring mothers and sisters while advancing inclusive governance.
In a post on social media platform X, the Prime Minister stated that the country is moving decisively in a direction that places women’s dignity and participation at the centre of national development. He emphasised that respect for women is closely linked with respect for the nation itself.
The three-day special sitting of Parliament, part of the extended Budget session, will focus on proposed constitutional amendments to implement the Nari Shakti Vandan Adhiniyam.
Parliament passed the legislation in 2023, providing 33 per cent reservation for women in the Lok Sabha and State Assemblies.
The government will introduce amendment Bills to operationalise the law, including proposals to expand Lok Sabha seats and revise delimitation and representation rules.
The draft Constitution (131st Amendment) Bill proposes increasing Lok Sabha seats with updated provisions for States and Union Territories. It says updated constitutional mechanisms will guide seat allocation and delimitation to ensure effective implementation of women’s reservation.
Another proposal redefines population data for seat distribution, giving Parliament the power to decide the census for future representation.
The Bill proposes changes to Article 82 to strengthen the Delimitation Commission.
At present, the Lok Sabha follows existing limits, but the reforms aim to enable the 33 per cent women’s quota before the 2029 general elections.
Ahead of the session, several parties, including the BJP, JD(U), LJP (Ram Vilas), and Congress, have issued whips to ensure MPs’ presence and disciplined participation.
