Prime Minister Modi set a decisive reform tone at the Fifth National Conference of Chief Secretaries in New Delhi, using the high-level forum to press for youth-led transformation, quality-driven manufacturing, and technology-powered governance to achieve Viksit Bharat by 2047.
PM Modi positioned human capital as India’s strongest strategic asset and urged states to convert demographic advantage into measurable national strength.
Addressing the conference held from December 27 to 28 under the theme ‘Human Capital for Viksit Bharat’, PM Modi called on chief secretaries and state leadership to move beyond incremental change and adopt outcome-oriented governance.
PM Modi stressed that India’s youth must lead reforms across administration, industry, and services, with governments acting as facilitators of aspiration and innovation.
PM Modi placed strong emphasis on manufacturing excellence, reiterating the ‘Zero Effect, Zero Defect’ principle as a non-negotiable standard for the Made in India brand.
He urged states to embed quality across production, service delivery, and public systems so that Indian goods and services compete confidently in global markets.
According to PM Modi, quality consciousness will determine India’s credibility as an economic powerhouse.
PM Modi also pushed for deep technology integration to reshape governance culture. He highlighted digital tools as force multipliers that improve efficiency, transparency, and speed in decision-making.
PM Modi said technology must simplify citizen engagement, strengthen ease of doing business, and reduce administrative friction at every level.
A key pillar of PM Modi’s address focused on agriculture as an engine of economic self-reliance. He urged states to pivot toward high-value agriculture, horticulture, fisheries, and food processing to boost rural incomes and exports.
PM Modi reminded delegates that India already leads global production of milk, spices, and pulses and now aims to emerge as the world’s food basket.
Recent export data reinforced PM Modi’s argument. India’s agricultural exports touched $49.4 billion by July 2025, while shipments rose 8.8 per cent year-on-year to $25.9 billion between April and September.
PM Modi cited these figures to underline agriculture’s untapped potential in global trade.
PM Modi also highlighted discussions on skill development, higher education, sports, and youth empowerment, aligning reforms with India’s young population.
He stressed that investment in skills and education will fuel manufacturing, services, and innovation-led growth over the next two decades.
