Prime Minister Narendra Modi announced a major step to boost India–Russia cultural and tourism exchanges by unveiling a free 30-day e-tourist visa and a 30-day group tourist visa for Russian citizens.
Prime Minister Narendra Modi made the declaration during a joint press statement with Russian President Vladimir Putin following talks at Hyderabad House in New Delhi.
PM Modi emphasised that people-to-people connections have always been central to India–Russia relations, nurtured through decades of mutual respect, warmth and shared cultural values. He highlighted several recent initiatives designed to deepen these ties.
“Recently, two new Indian consulates have been opened in Russia. This will facilitate smoother contact between the citizens of both countries and enhance mutual closeness,” he said.
PM Modi also recalled the overwhelming spiritual response witnessed in October when hundreds of thousands of devotees in Kalmykia received blessings from the sacred relics of Lord Buddha during the International Buddhist Forum—an event that highlighted the spiritual and cultural affinity between the two nations.
Expressing pleasure at the announcement, PM Modi stated that the free 30-day e-tourist visa and free 30-day group tourist visa will make travel easier and more attractive for Russian visitors.
“Manpower mobility will not only connect our people but also create new strength and new opportunities for both countries,” he said.
He further noted that two agreements signed during the meeting will promote mobility and cooperation in vocational education, skilling and professional training.
India and Russia also plan to enhance exchanges among students, scholars and sportspersons.
The announcement builds on earlier steps taken to upgrade India’s diplomatic presence in Russia.
In November, External Affairs Minister S. Jaishankar inaugurated the Consulates General of India in Yekaterinburg and Kazan, describing them as catalysts for deeper collaboration.
“The opening of these consulates will not only enhance our diplomatic presence but will boost trade, tourism, economic, scientific, technological, academic and cultural ties between our two countries,” Jaishankar said.
With improved mobility, expanding cultural ties and stronger diplomatic engagement, PM Modi’s latest initiative signals a new phase in the India–Russia partnership.
The free visa scheme will boost travel, deepen cultural understanding, and strengthen the historic friendship that continues to evolve in the modern era.
