Central Public Sector Enterprises (CPSEs) must now settle procurement invoices through the Trade Receivables Discounting System (TReDS). The measure will speed up payments and improve liquidity for MSMEs.

The new law requires parties to complete mediation in payment disputes within 90 days.

Parliamentary Affairs Minister Kiren Rijiju criticised the Opposition’s conduct. He further said Union Home Minister Amit Shah regularly attends Parliament throughout the session.

The legislation replaces criminal prosecution for minor registration or reporting violations. Instead, it introduces graded administrative warnings and monetary penalties.

Fines will range from ₹1,000 to ₹1,00,000, reducing the compliance burden on small businesses.

The Lok Sabha passed the Bill amid continuous Opposition protests.

Presiding Officer Dilip Saikia urged protesting members to allow the House to function and criticised repeated disruptions. He said displaying banners and obstructing proceedings weakens parliamentary functioning and urged members to return to their seats for constructive debate.

Dilip Saikia reiterated that every member would receive an opportunity to raise public issues while maintaining the dignity of the House.
