NITI Aayog praises UP cadre IAS officer Heera Lal’s recently published book ‘Dynamic DM’. The book is about the author’s journey from his birthplace, Basti to the Indian Administrative Service.
In the book, IAS Heera Lal’s efforts as DM in Banda district of UP, have also been highlighted along with his journey of success. The book also explains how good governance and development can go together.
Currently posted as Additional Project Director and Advisor of the ‘Model Village’ project in the National Health Urban Mission in Lucknow, IAS officer Heera Lal is being praised by the Niti Ayog for his book ‘Dynamic DM’. The book by the UP cadre IAS also tells the story behind choosing the name ‘Dynamic DM’ for his book. In fact this is Heera Lal’s popular name which is given by the people of Banda praising his way of working.
For two years from 31 August 2018 to February 2020, IAS officer Heera Lal rendered services as the DM in Banda, UP. This was his first posting as a collector. Heera Lal worked in his own style connecting directly with the people. In view of his productive work in the field of water conservation in Banda, his name was registered in the ‘Limca Book of Records’ in the year 2019.
People gave him the new name – ‘Dynamic DM’
In the words of IAS officer Heera Lal, ”I worked as DM in Banda for about one and a half years. During this time, I was preoccupied with holding three to four special meetings daily for water conservation, going door-to-door for increasing the voting percentage in the Lok Sabha elections 2019, collecting the numbers of voters living outside Banda and inviting them for voting, etc. Apart from making phone calls to the voters, I also wrote 20,000 letters. Praising me for these efforts of mine, people started calling me ‘Dynamic DM’.

IAS Heera Lal tells that in the year 1994, he became a PCS officer achieving 19th rank and after working on various posts, got promoted in the year 2010 and became an IAS officer of UP cadre finally.
