MP CM Attends Bhoomi Pujan Of Advocate General’s Office Building, Calls For Pre-Litigation Mediation Model To Settle Disputes

Madhya Pradesh Chief Minister Shivraj Singh Chouhan has said that there is a need to adopt pre-litigation mediation to settle the mutual disputes prevailing within the state. According to him, this new system will surely prove to be an important step in reducing the burden of the High Court (HC) and solving the pending cases. The chief minister also said that the office of the Advocate General acts as a bridge between the government and the judiciary.

Bhoomi pujan at ‘Nav Srijan’

CM Shivraj also participated in the bhoomi pujan programme of the Advocate General’s office building ‘Nav Srijan’ in Jabalpur on Sunday. Along with the CM, several special guests performed the Bhoomi-Pujan of the building with rituals after performing Kanya-Pujan. Lok Sabha MP Shri Rakesh Singh, Rajya Sabha MP Smt. Sumitra Balmik, DIG Shri Umesh Joga, Collector Shri Saurabh Kumar Suman, SP Shri TK Vidyarti, judges, advocates and members of the Bar Association were present.

The provision of the ‘Shanti Nivaran Samiti’ in the Panchayats Extension to Scheduled Areas (PESA) Act has helped settle petty disputes among tribals within the village without the need to approach the police, the CM pointed out. He said that committees should be formed in the villages along the lines of the tribal areas, which can solve mutual disputes. Prepare a model with legal provisions for this. This will prove to be a revolutionary step in resolving the disputes of the villages.

CM Shivraj on the need for an advocate’s office building

Moreover, the chief minister said that there was a need for an advocate’s office building in Jabalpur. Earlier there was not enough space for the advocates. With the changing times, this building will meet the needs of the advocates, he added. The building to be constructed in a modern way will be useful for the speedy disposal of court work. MP CM asked the judges and advocates to consider preparing the annexe of the High Court.

Talking about Swami Vivekananda, he said that his thoughts have contributed a lot to making his life successful. The chief minister said, “He is my source of inspiration. Swamiji has said a man is not just made up of flesh and bones. He is the son of nectar, a part of God and the storehouse of infinite powers. He said that if a man is determined, anything is possible for him.”

Further, CM Shivraj informed that the laws which have become irrelevant during British rule are being removed. Advocate General Shri Prashant Singh gave the welcome address at the event.

‘Delayed justice is not justice’

The MP CM also cited the unnecessary burden on the High Court, which is also being reduced through the Lok Adalats being conducted in the state. “Delayed justice is not justice.” In Amrit Kaal, Prime Minister Narendra Modi has given a mantra, in which he has mentioned 6 pillars of justice. In this, the first is justice for all, the second is easy justice, the third is cheap justice, the fourth is quick justice, the fifth is quality justice and the sixth is justice that can be understood by the common man in simple language, the MP CM added.

The chief minister said that such arrangements should be made in the Hindi language so that the common citizens can understand the decisions of the court. The High Court has made its mark by creating a tradition of justice and life values. He further informed that Madhya Pradesh is the first state in the country to provide medical and engineering education in Hindi.

CM Shivraj has emphasized that work should be done to bring justice closer to the people.

The Advocate General’s Office also represents the government in complex cases. He also congratulated everyone for the Advocate General’s office building.

Guests’ stance on the need of the building

During the occasion, the former Chief Justice of High Court Menon said the Advocate General Building would meet the necessary requirements of the present. “Justice should be done to the person, this is the intention of the court,” Mr Menon said. He told that pre-litigation mediation in various courts is proving to be crucial in reducing the burden of the courts.

Chief Justice Ravi Malimath said, “Today he is participating in this pious work. This building should be ready within the given time limit.” Moreover, he said that any institution is not made of bricks and cement, but is built with hard work, honesty and commitment. One of the major differences between animals and humans is that humans have the power to think. He called upon us to use this power to make life meaningful.

Supreme Court Justice J.K. Maheshwari explained the importance of the power of thought. He said that the views of Swami Vivekananda and Mahatma Gandhi are important in making a person’s life successful. There is a need to imbibe the thoughts of these great personalities.
