The Government of India’s National Policy and Action Plan to combat Left Wing Extremism (LWE) has led to a sharp decline in violence.
The number of LWE-related incidents has dropped by 81%, from 1,936 in 2010 to 374 in 2024.
Deaths of civilians and security personnel have also decreased by 85%, from 1,005 in 2010 to 150 in 2024.
Between 2019 and 2024, violence declined by 25%, and related deaths fell by 26%.
In 2022 and 2023, counter-insurgency operations increased, leading to a temporary rise in incidents.
The number of LWE-affected districts has decreased significantly:
Security forces continue operations in Maoist strongholds.
The Government of India supports affected states with armed forces, training, intelligence sharing, and infrastructure.
Under the Security Related Expenditure (SRE) Scheme, ₹3,260 crore was allocated from 2014 to 2025 for counter-insurgency operations, rehabilitation of surrendered extremists, and community policing.
The Special Infrastructure Scheme (SIS) sanctioned ₹1,741 crore, leading to the construction of 226 Fortified Police Stations (FPSs).
The Assistance to Central Agencies for LWE Management (ACALWEM) Scheme allocated ₹1,120 crore for helicopters and security camps.

Under the Special Central Assistance (SCA) Scheme, ₹3,563 crore has been released since 2017 to improve public infrastructure in LWE districts.
Minister of State for Home Affairs Nityanand Rai shared this information in a written reply to the Rajya Sabha.
