India’s E-Shram Database Crosses 31 Crore As Government Expands Social Security Integration

India’s flagship digital registry for informal-sector workers, the e-Shram portal, has surpassed 31.38 crore registrations, marking a significant expansion of the country’s labour database.

The Ministry of Labour and Employment confirmed the figures in Parliament on Thursday, noting that the platform continues to evolve as a central hub for unorganised workers seeking social security services.

The e-Shram initiative, launched in August 2021, uses Aadhaar-based self-declaration to create a comprehensive National Database of Unorganised Workers (NDUW) and assigns each worker a Universal Account Number (UAN).

‘One-Stop Solution’ Links 14 Social Security Schemes

In line with the Union Budget 2024–25 announcement, the government upgraded the portal in October 2024 to function as an integrated One-Stop Solution where workers can access a wide range of welfare schemes.

The platform now connects 14 central schemes, linking it to PM-SYM, the National Career Service (NCS), the Skill India Digital Hub, UMANG, DigiLocker, myScheme, and the Open Government Data platform.

The ministry stated that the enhancement allows registrants to track benefits received across multiple welfare channels.

To strengthen protections for migrant labourers, the earlier Inter-State Migrant Workmen Act of 1979 has been subsumed into the Occupational Safety, Health and Working Conditions (OSH) Code, which came into force on November 21, 2025.

The consolidation aims to modernise labour regulations while improving transparency in worker welfare.

In a separate response in the Rajya Sabha, Labour Minister Mansukh Mandaviya reported that the National Career Service (NCS) portal now hosts over 6.02 crore registered jobseekers and more than 54.27 lakh employers. Since its inception, the platform has facilitated the mobilisation of over 8.17 crore vacancies across sectors.

The NCS portal continues to serve as a digital ecosystem for employment services, offering job listings, career counselling, vocational guidance, and information on both online and offline job fairs.
