Govt Launches White Revolution 2.0 To Boost Dairy Cooperatives And Women’s Empowerment

The Ministry of Cooperation has launched White Revolution 2.0 to expand dairy cooperatives, create jobs, and empower women in the dairy sector.

The initiative aims to increase milk procurement by 50% over the next five years.

It will also provide market access to dairy farmers in uncovered areas and boost the share of dairy cooperatives in the organized sector.

Government Sets Ambitious Targets

To drive this initiative, the government launched a Standard Operating Procedure (SOP) for White Revolution 2.0 on September 19, 2024.

Officials expect dairy cooperatives to procure 1007 lakh kg of milk per day by 2028-29.

The government has adopted a two-pronged strategy:

  • Expanding the coverage of dairy cooperatives
  • Deepening their reach in rural areas

As part of this plan, the government will set up 75,000 new Dairy Cooperative Societies (DCSs) in uncovered villages and strengthen 46,422 existing DCSs.

Authorities will ensure market linkages by expanding existing milk routes or creating new ones.

The National Dairy Development Board (NDDB) will oversee the execution of this initiative.

Empowering Women In Dairy Farming

Notably, women make up 70% of India’s dairy farming workforce, handling tasks such as milking, feeding cattle, and managing animal health.

However, their contribution often goes unrecognized due to the unorganized nature of the sector.

Women-led dairy cooperatives have proven to be a powerful tool for their empowerment.

Under White Revolution 2.0, the government plans to set up DCSs in every uncovered village, ensuring more women farmers become part of the organized dairy sector.

In Punjab, the government aims to establish 2,378 new DCSs and strengthen 2,440 existing ones.

So far, officials have registered 87 new DCSs under this initiative.

Union Minister Amit Shah shared this information in a written reply to the Rajya Sabha.
