‘Free, Open And Rules-Based’: PM Modi Sets Out India’s Maritime Vision

Prime Minister Narendra Modi has called for a free, open, secure and rules-based maritime order, saying cooperation among countries is essential for ensuring peace and prosperity.

In a written message to the third edition of Sagarmanthan: The Great Oceans Dialogue, PM Modi said events in one part of the world can have consequences well beyond its shores. This makes global dialogue and collaboration on ocean-related matters increasingly important, he said.

The Ministry of Ports, Shipping and Waterways (MoPSW) and the Observer Research Foundation (ORF) are organising the dialogue.

PM Modi said the name Sagarmanthan, which means ‘churning of the ocean’, carries significance in Indian tradition and represents the discovery of new possibilities.

The Prime Minister highlighted India’s efforts to expand its maritime economy while protecting ocean health and coastal ecosystems. He said the country’s maritime vision is guided by cooperation, trust, mutual respect and mutual benefit.

According to PM Modi, India’s major ports have nearly doubled their capacity, while turnaround times have reduced significantly.

The government is investing in ocean science and exploration to better understand the seas and ensure responsible use of their potential.

Prime Minister Modi pointed to new-generation maritime laws aimed at establishing a modern framework for the maritime sector.

PM Modi said Indian seafarers now make up the ‘second-largest maritime workforce in the world’, with young Indians earning respect across the world’s oceans. He expressed hope that Sagarmanthan would promote fresh ideas, stronger partnerships and new opportunities, while helping establish the oceans as a source of shared prosperity where every country has a voice and an opportunity to grow.
