This is probably the first time in the history of Delhi Police that despite the orders of the Commissioner of Police, many such inspectors have been posted in more than a quarter of the traffic circles of the capital, who actually do not have a legal existence.
Bypassing the circular of the Delhi Police Commissioner, many inspectors of functional rank have been posted as traffic inspectors. About 25 out of 75 inspectors working in Delhi Traffic Police belong to the functional rank, whose legal existence is not being accepted by the department itself. Surprisingly, 16 of these inspectors have been posted as traffic inspectors at various circles. Two of these functional inspectors are handling the work of two circles each.
What is Functional Rank?
Last year, for the first time in Delhi Police, a large number of police personnel were promoted to functional ranks. But under the law, in many cases, only a permanent officer can fulfill the sensitive duties. This responsibility cannot be given to a policeman or officer of a lower level than that. This is the reason why on January 10, 2023 Commissioner of Police Sanjay Arora had issued a circular ordering to keep functional rank officers away from work related to permanent posts.
Didn’t pay attention to the order
The traffic police is not paying heed to the orders of its own commissioner. According to sources, currently 25 traffic inspectors promoted to functional rank are working in the traffic police. Out of which 16 inspectors have been entrusted with the responsibility of 18 circles out of 69 in Delhi.

Currently Mukesh Rana in Bhajanpura, Vikas Pilania in Mehrauli, Rahul Kumar in Mayur Vihar, Pankaj Kumar in Madhu Vihar, Sohan Lal Bijaria in Sarita Vihar, Sushil Sanwaria in Tilak Nagar, Ashok Kumar in Kalkaji, Nitesh Kumar in New Friends Colony, Parliament Street Parveen in Badsara, Sukhiram in Paschim Vihar, Mukesh Kumar in Sangam Vihar, Sanjeev Kumar in Seelampur, Sarvesh Kumar in Sadar Bazar
And Sanjay is working as traffic inspectors in Timarpur.
Functional inspectors are also monitoring two circles
Not only this, two inspectors of functional rank have also been assigned the work of two circles. Out of the two, Virendra Kumar has been appointed for the traffic signals of Aman Vihar and Begumpur and Sandeep Kumar as Inspector of Subhash Palace and Shalimar Bagh Circle. Not only this, Padam Singh of functional rank has been assigned the work of G-20 as Traffic Inspector.
There are others who are ‘blessed’
There are some permanent inspectors in the traffic police to whom the top officials are very kind. Out of the list, Inspector Ved Prakash have been assigned three circles Bawana, Narela and Samaypur Badli, Inspector Hukum Singh – Ashok Vihar and Model Town, Mohindar Singh – Chawla and Najafgarh, Ajay Pratap Singh – Gandhi Nagar and Vivek Vihar, Mahavir – Mangolpuri and Sultanpuri and Satendra Puniya – Nangloi and Rajouri Garden.

This is what the department says
The department which keeps functional ACP away from important responsibilities has a different view in the case of functional rank inspectors. Police spokesperson DCP Suman Nalwa says that top traffic police officers have said that functional rank inspectors can work as traffic inspectors and there is no legal barrier in this arrangement.
