Delhi will restrict the entry of vehicles registered outside the National Capital that do not meet BS-VI emission standards from November 1, 2026, to combat rising winter pollution. The restriction will remain in force until January 31, 2027.
The measure targets vehicles with higher emissions across the National Capital Region (NCR). According to estimates from the transport department, more than 10 lakh vehicles across Delhi-NCR, including Gurugram, Faridabad, Noida, Greater Noida and Ghaziabad, do not comply with BS-VI norms.
Gurugram and Faridabad account for nearly two lakh non-compliant vehicles, around 70 per cent of which fall under the BS-III and BS-IV categories.
The two Haryana districts also have approximately 50,000 commercial vehicles that fail to meet the prescribed standards.
Noida and Greater Noida together have more than four lakh vehicles below BS-VI standards.
BS-IV vehicles constitute over half of this category, with petrol-powered cars forming a significant share. Ghaziabad has around four lakh vehicles that do not meet the required emission norms, a senior official said.
However, the restrictions exempt CNG and electric vehicles, ambulances, fire tenders and certain vehicles providing essential services.
Authorities will permit vehicles registered outside Delhi if they comply with BS-VI standards. The specific restriction will not cover vehicles registered within Delhi, although other pollution-control rules will continue to apply.
Officials plan to strengthen enforcement at Delhi’s entry points using Artificial Intelligence-powered Automatic Number Plate Recognition (ANPR) cameras.
These systems will scan registration plates and flag potentially non-compliant vehicles for verification and enforcement action.
Authorities will combine technology-based monitoring with physical checks at border checkpoints to prevent high-emission vehicles from entering Delhi during the winter pollution season.
