The Delhi Commission for Women (DCW) has urged for the immediate imposition of the President’s rule in Manipur and the establishment of a Supreme Court-monitored Special Investigation Team (SIT) to investigate the clashes in the state. In their report with interim recommendations sent to President Droupadi Murmu, the DCW Chief, Swati Maliwal, highlighted the urgent need for neutral administration that both communities can trust due to the extensive violence and polarization between them.
The report stated, “Given the extent of violence and the polarization between the two communities, the President’s rule, as per Article 356 of the Indian Constitution, should be urgently imposed in the state. The administration needs to be run by neutral persons whom both communities can trust.”

As part of the interim recommendations, the DCW proposed Chief Minister N Biren Singh’s resignation from office and emphasized the importance of a Supreme Court-monitored SIT to investigate both the ethnic clashes and the government’s response. Additionally, the report suggested that Prime Minister Narendra Modi and Union ministers should urgently visit the state.
The ethnic violence that erupted on May 3 during a ‘Tribal Solidarity March’ to protest against the majority Meitei community’s demand for Scheduled Tribe status has resulted in at least 150 fatalities and several hundred injuries in the state.
