Fact Check: Fake I4C Letter Sparks Digital Arrest Scam; Fraudsters Exploit Fear Across India

India’s PIB Fact Check exposed a brazen, meticulously crafted forgery. The fake letter falsely claimed to come from the Indian Cyber Crime Coordination Centre (I4C).

Cybercriminals circulated the letter widely. They accused unsuspecting citizens of crimes such as child pornography, tax evasion, and financial fraud.

They demanded ‘urgent compliance’ and immediate responses, using the counterfeit document as bait to pull victims into high-pressure traps designed to extract money and personal information.

Authorities say the forged letter uses deliberate mimicry: official formatting, bureaucratic tone, fabricated reference numbers and the I4C emblem, all engineered to provoke panic. By invoking frightening allegations, scammers aim to overwhelm individuals emotionally and push them into rushed decisions.

PIB Fact Check has categorically denied the letter’s authenticity and warned citizens not to engage with any such communication. Officials describe the scam as part of an evolving ecosystem of digital intimidation.

Investigators classify the forged letter as part of the ‘digital arrest model’. Fraudsters impersonate government agencies and threaten victims with virtual detention, frozen accounts, or fake warrants.

In many cases, victims are coerced into staying on video calls for hours as scammers manipulate them into transferring money. The tactic has exploded nationwide over the past two years, becoming one of India’s most aggressive forms of cyber extortion.

Cybercrime Threats Fuel Panic

By December 2025, CBI investigations revealed that digital arrest networks had siphoned off over ₹1,000 crore from Indian citizens.

Recent charges filed against 30 accused individuals, including Chinese nationals, brought to light a transnational syndicate exploiting India’s digital transition.

These groups operate call centres abroad, use spoofed numbers, and deploy multilingual operatives trained to imitate Indian law enforcement with chilling precision.

Individual cases continue to demonstrate the scam’s escalating reach. A Delhi woman recently lost ₹4.9 million after fraudsters accused her of involvement in money laundering and threatened immediate ‘digital detention.’

The criminals controlled her via continuous video calls, weaponising fear and faux legality until she complied with their instructions.

Investigators say fraudsters often target women, senior citizens, remote workers, and students. They exploit these groups’ vulnerability to coercion and psychological manipulation.

Authorities now urge citizens to break the cycle of fear. Authorities advise people to block unknown numbers immediately. They urge citizens to avoid responding to threats of arrest.

They warn against acknowledging warrants issued over the phone or email.

Authorities instruct the public to report suspicious interactions to the national cybercrime portal at cybercrime.gov.in.

Officials stress that no Indian law enforcement agency uses phone calls or online notices to accuse individuals of criminal activity.

The fake I4C letter, officials say, is not simply a forgery- it is a calculated instrument in a broader campaign of cyber extortion.

Public vigilance remains the strongest defence as fraudsters continue to refine their psychological playbook.
