Budget 2026 Bets On Youth Skills And AVGC Labs As Education Outlay Growth Remains Modest

Union Finance Minister Nirmala Sitharaman presented the Union Budget 2026–27 in Parliament on February 1, with a measured but targeted focus on education, skills development, and the creative economy, even as overall allocation growth in the sector remains moderate.

The Budget signals intent toward youth capability building, but experts say scale and execution will determine its real impact.

Marking her ninth consecutive Budget, Sitharaman described the policy approach as ‘Yuva Shakti’-driven, with emphasis on domestic manufacturing, high-growth services, and infrastructure as long-term growth engines.

She said the Budget was prepared in Kartavya Bhawan and outlined three duties toward citizens — accelerating economic growth, fulfilling aspirations, and ensuring wider access to opportunities and resources.

Within this broader framework, education and skills received incremental rather than transformational allocation increases.

The Education Ministry received an allocation of ₹1.39 lakh crore for 2026–27, an 8.27% increase from ₹1.28 lakh crore in the previous fiscal year.

The rise indicates policy continuity in human capital investment, but not a sharp spending pivot.

Experts Flag Scale and Execution Gaps

Dr Ajay Singh, Associate Director at the Indian School of Business, Hyderabad, stated, “The Budget partially addresses India’s priorities and reflects incremental progress in education rather than transformative leaps, but may not fully match the urgency of skilling and employability challenges.”

He noted that while the higher allocation is a positive step, education spending still lags relative to the scale required to fully leverage India’s demographic dividend.

Large investments must bridge the digital divide, strengthen teacher training systems, and upgrade institutional infrastructure, he added.

One of the standout sector-specific announcements is the establishment of content creation labs in 15,000 schools and 500 colleges aimed at building capacity in AVGC, animation, visual effects, gaming, and comics, with a target of producing 20 lakh professionals by 2030.

According to Dr Singh, the move responds to rising global demand for creative technology talent and aligns with India’s youth advantage. He described the initiative as strongly needed, though execution will be challenging.

If implemented effectively, it could position India as a significant hub for animation, gaming, and digital content linked to future job markets.

However, he cautioned that implementation design will be critical. Without robust monitoring, curriculum integration, and industry partnerships, such labs risk underutilisation and limited employability outcomes.

At the macro level, the government continued its infrastructure-led push, with capital expenditure pegged at ₹12.2 lakh crore, a 9% increase from last year — reinforcing its growth-through-capex strategy.

But within the social sector, the education and skills story remains one of calibrated expansion rather than aggressive scaling.

Overall, the Budget underscores youth skills and creative-economy intent, but delivery capacity and funding depth will decide whether outcomes match ambition.
